Lost productive time is almost always a result of management not asking their
employees to meet goals. Work measurement, when done properly, will force
the reporting of poor working conditions such as broken equipment, improper work
instructions, delays waiting on parts and many other non-productive activities.
These reports then become a constant trouble spot for plant management as
executives ask why they must spend so much money on lost time. It doesn't
take poor management long to figure out that if they lower their expectations,
